Special Infrastructure Contribution Capacity Analysis

The Western Sydney Aerotropolis is envisioned to be an accessible, innovative 24-hour metropolitan centre that is connected globally, nationally and locally.

To deliver the vision for the Aerotropolis and Western Sydney Aerotropolis Plan and meet the objectives of the strategic framework for the transformation of the Western Parkland City, the NSW Department of Planning, Housing and Infrastructure (DPHI) has prepared a coordinated planning package including draft plans for five Aerotropolis precincts.

In the Aerotropolis, a Special Infrastructure Contribution (SIC) is proposed to be required on development, coinciding with the zoning of land. The SIC integrates land use and infrastructure to ensure delivery of the vision for the Aerotropolis.

What we did

Atlas carried out capacity testing and analysis that informed draft SIC charge rates in the Aerotropolis. The draft SIC Determination was publicly exhibited in November 2020. Following the consideration of feedback, a final SIC took effect in March 2022.

The SIC provides for developer contributions of up to $1.1 billion to be collected from developers to deliver State and regional infrastructure.
