Planning agreements (often referred to as voluntary planning agreements) are widely used as a tool for delivering innovative or complex infrastructure that result in public benefit outcomes. They are used in connection with planning proposals and/ or development applications.

Planning agreements facilitate a way for the consent authority and a proponent negotiate flexible outcomes with respect development contributions. They are typically negotiated between planning authorities and developers.
