Waterloo Estate (South)
Development Feasibility Analysis
Waterloo Estate is one of the locations under the NSW Government’s $22 billion Communities Plus program to deliver new social and affordable housing alongside private housing. The redevelopment of the estate is expected to occur over the next 15-20 years.
In February 2021, the City of Sydney Council considered a planning proposal for the southern part of the Waterloo housing estate. The City approved the planning proposal to be referred to the Minister for Planning subject to an appropriate offer for delivery of the necessary infrastructure.
The Minister for Planning and Public Spaces made the NSW Department of Planning, Housing and Infrastructure (DPHI) responsible for the planning process. DPHI sought advice from an independent advisory group as part of the Gateway process before confirming the final details of the planning proposal to go on public exhibition.

Atlas provided economics and development feasibility advice on the planning proposal.
The outcome
The Gateway determination for the Waterloo Estate was made in June 2021.
The proposed plan for Waterloo Estate (South) was publicly exhibited in March-April 2022. In November 2022 the planning proposal was finalised with deferred commencement to allow finalisation of a planning agreement between Land and Housing Corporation (the landowner) and the City of Sydney.
The planning agreement is final and new planning controls are in effect from February 2023.
