Enabling the delivery of housing and Affordable Housing

The NSW Government announced the Transport Oriented Development (TOD) program in 2023 to increase housing supply.

There are two parts to the TOD program:

• Accelerated Precincts - Eight priority high growth areas near transport hubs in Greater Sydney identified for state-led accelerated rezoning. The precincts identified for accelerated rezoning were Bankstown, Bella Vista, Crows Nest, Homebush, Hornsby, Kellyville, Macquarie Park and Bays West.
• Areas within 400m of train stations - identified for amended planning controls.

The NSW Department of Planning, Housing and Infrastructure (DPHI) led precinct planning in the accelerated precincts and engaged multi-disciplinary consultant teams to carry out technical investigations.

What we did

Atlas provided land use, development feasibility and economics advice to support the review and implementation of new planning controls in the accelerated precincts.  

The work provided advice on the viability of site amalgamation patterns and the deliverability of key pieces of green and community infrastructure on strategic sites within the precincts.  

Atlas’ work also examined the potential economic impacts which could result from the state-led rezonings and in the context of a structural shift in demand for office floorspace.  

Atlas additionally carried out a program-wide review of Affordable Housing contributions to support a consistent policy approach on Affordable Housing contribution rates that would apply in seven of the accelerated precincts.  

The outcome

In November 2024 the NSW Government published the Affordable Housing contribution rates that apply in the accelerated precincts.  

The state-led rezonings TOD accelerated precincts of Bankstown, Bella Vista, Kellyville, Crows Nest, Hornsby and Macquarie Park have been finalised and new planning controls have been made.
