Demographic and Housing Analysis

Riverstone East Stage 3 is a greenfield release area in Sydney’s North West Growth Area. It is approximately 40 kilometres northwest of the Sydney CBD in the Blacktown local government area. Stage 1 and 2 of the Riverstone East precinct were rezoned and finalised in 2016.  

The NSW Department of Planning, Housing and Infrastructure in collaboration with Blacktown City Council prepared the Riverstone East Stage 3 draft indicative layout plan (ILP). The draft ILP and supporting documentation will guide development of housing and other land uses.

What we did

Atlas carried out baseline demographic and market analysis to understand the drivers of demand and supply of housing in the North West Growth Area, and in particular to understand the potential role for Riverstone East Stage 3 in meeting future demand. The findings informed development of the draft ILP.

Following development of the draft ILP, Atlas prepared forecasts of likely development take-up and made recommendations on suitable planning controls, staging and implementation.  

The outcome

The draft ILP was publicly exhibited for feedback in March 2024. Feedback received will be reviewed and considered in finalising the ILP. Once finalised, the land will be rezoned and development applications can be lodged.
