Needs Assessment and Economic Impact Assessment

In 2023 Landcom and Orange City Council (Council) signed a project delivery agreement to deliver the Redmond Place project. The land is owned by Council and Landcom would lead preparation of a planning proposal to amend the Orange Local Environmental Plan 2011 to for residential uses.

What we did

Atlas examined market demand and the nature of the need for housing. This informed preparation of a Masterplan for the land which provided for a range of housing typologies and formed the basis for preparation of the planning proposal.  

Atlas also carried out an economic impact assessment which examined the economic impacts that could result if the proposed land uses envisaged in the Masterplan were delivered.  

A social impact assessment (prepared by Cred Consulting) identified the need for social infrastructure and the social impacts that could result from the rezoning and delivery of the Masterplan.  

The outcome

A rezoning proposal was submitted to NSW Department of Planning, Housing and Infrastructure (DPHI) and was placed on public exhibition in October 2024.

Finalisation of the rezoning is expected in 2025.
