Moore Point Planning Proposal
Economic Impact Assessment and Public Benefits Assessment
Moore Point at Moorebank spans more than 30 hectares on the banks of the Georges River. The proposal’s first urban renewal plans were conceived more than 10 years ago, lodged in 2015 with Liverpool City Council.
A planning proposal was lodged by Coronation Property and Leamac Property Group in 2020, seeking to rezone land at Moore Point for development into a master planned high-density mixed-use precinct.
The Masterplan envisaged approximately 11,000 apartments, more than 300,000sqm commercial floorspace, a primary school, 10 hectares of public open space, a transformed river foreshore and central park.
What we did
Atlas carried out an economic impact assessment which examined the role Moore Point’s transformation could play as a fringe precinct on the edge of the Liverpool City Centre. The assessment considered how the Moore Point development could complement the commercial, health and education offer in the city centre.
Atlas additionally assessed the socio-economic benefits of proposed public benefit works to inform planning agreement negotiations.
The outcome
In September 2024 the State Rezoning Evaluation Panel determined the proposal should advance through the State Significant assessment process and was in November 2024 placed on public exhibition.
After new planning controls are made, development applications can be lodged.
