Needs Assessment and Economic Impact Assessment
The site is the largest undeveloped landholding within the Turner Road Entertainment Precinct within Sydney’s Southwest Growth Area. The area around the Entertainment Precinct has been progressively developed over the last decade.
A development application was previously approved in 2021. Since then, a number of factors led to a rethink of the proposed uses and land use mix. The quantum of supermarket floorspace did not meet retailer requirements and the number of cinema screens proposed was not commercially viable. Furthermore, the arrangement of at-grade parking and above ground cinemas resulted in a lost opportunity for street and ground level activation.
A new development scheme proposed a greater quantum of retail and commercial uses. While the uses were permissible in the land use zone, the amount of retail floorspace proposed exceeded the floorspace cap that was applicable in the Entertainment Precinct in the Camden Centres and Employment Land Strategy.
What we did
Atlas carried out an economic impact assessment that investigated the need for the proposed land uses and assessed the appropriateness of the scale of retail and commercial floorspace proposed.
The work additionally estimated the economic impacts that could result if the new scheme was delivered.
The outcome
The new scheme and development application has secured approval at the Sydney Western City Planning Panel.
