Economic and Market Feasibility Analysis

The Western Parkland City is projected to be Greater Sydney’s most populated metropolis over the next two decades. The Western City is expected to accommodate more than a third of Sydney’s expected population growth. Investment and development momentum is building, driven by unprecedented levels of infrastructure commitment to the region including the Western Sydney Airport and Sydney Metro Western Sydney Airport.

In March 2018 the Commonwealth and NSW State Government together with eight Western Sydney councils signed the Western Sydney City Deal. The Western City Deal signifies the commitment of three levels of government to deliver and transform the Western City over a 20-year period.

The Western Sydney Planning Partnership was established to deliver integrated land use and infrastructure planning for the Western Sydney Aerotropolis. Atlas carried out an Economic and Market Feasibility Analysis to assist with strategic planning and infrastructure delivery of the five Aerotropolis precincts.

Atlas carried out an Economic and Market Feasibility Analysis to assist with strategic planning and infrastructure delivery of the five Aerotropolis precincts.

The outcome

The Aerotropolis precincts were rezoned in October 2020. A strategic vision and proposed approach to infrastructure contributions for key precincts was released in November 2020 with the exhibition of draft precinct plans and a proposed special infrastructure contribution (SIC).

The Aerotropolis Planning Package and supporting technical studies for the initial precincts was finalised in March 2022. The Western Sydney Aerotropolis Precinct Plan was published in March 2022 and will enable development to commence across the initial precincts of the Aerotropolis and realise the benefits and opportunities that a new international airport in Western Sydney brings.

The Precinct Plan is supported by a Special Infrastructure Contribution.
