Penrith Economic Development Strategy

Penrith City Council

Implementation Plan

The Penrith Economic Development Strategy (EDS) provides a strategic framework for how Penrith City Council can best support economic development, foster greater investment and grow the jobs base in Penrith. It provides Council with target sectors for jobs growth and areas of focus to stimulate economic development across the local government area.

The goal for Penrith is to achieve an increase in total local jobs of between 42,000 and 55,000 by 2031. This includes growing jobs in a range of areas with a focus on health, education, tourism, arts and culture, advanced manufacturing and advanced logistics. This will be complemented by growth in service activity in the night-time economy, small business (including start-up activity) and residential services.

What we are doing

Atlas is engaged by Council to update the EDS and provide an economic development framework which capitalises on the economic opportunities presented by Penrith’s geographical position in Greater Sydney.

The updated EDS will recommend a series of actions (planning, organisational and economic development) for Council to implement over the 2022-2027 period.
